Mykola Tomenko, the vice-Chairman of the Verkhovna Rada of Ukraine is surprised that the Ministry on Health Protection is going to organize in all the medical institutions of Ukraine the discussion of the Constitution suggested by the President of Ukraine despite the fact of serious problems with health protection in Ukraine.
According to the order of the Ministry from 1 September 2009, №02.05-17/299 administration on health protection are obliged to provide until 1 November 2009 elaboration of the bill of the Law of Ukraine "On Introduction of the Amendments to the Constitution of Ukraine" and introduce their propositions. In their turn all the regional medical administrations are obliged to make all the chief medical officers and directors of all the medical institutes provide the corresponding discussions.
"Such practice was a characteristic feature of the adoption of Soviet Constitution but it has nothing to do with the civilized practice of public discussion", - the Vice-Chairman of the Verkhovna Rada of Ukraine emphasizes.
Vice-Chairman does not exclude that not only Minister on Health Protection but possibly certain other Ministers who are close to the President decided not to solve the problems in the profile spheres they are responsible for but collect the propositions to the "President´s Constitution". M. Tomenko has appealed to the Prime-Minister in order to point out the attention of the Minister on Health Protection on the fact that he as a member of the government is obliged to do his duty.
